On Monday, May 8 2023, the Faculty of Law of Unib, through the Division of Constitutional Law and State Administrative Law, held a Public Lecture on Civil Service Law with the theme “Position Auction Model as a Recruitment Instrument for Filling Structural Positions in Indonesian Personnel Law”. On this occasion, Prof. Dr Sukamto Satoto, S.H., M.H. and Mr Jonny Simamora, S.H., M.Hum as resource persons. At the same time, Mr Jonny Simamora S.H., M.Hum, is a lecturer in State administrative law at the Faculty of Law, University of Bengkulu. Lecturers and students of the State Administrative Law and State Administration Faculty of Law, University of Bengkulu, attended this activity.

Prof. Sukamto explained that positions in personnel law consist of high leadership positions, administrative positions, and available positions. In that position, there are differences in requirements and appointments, then for high leadership positions can be done by open selection starting from planning, the announcement of vacancies, applications, choice, the information of election results, and the determination of appointments.

On this occasion, Mr Jonny Simamora, S.H., M.Hum also explained the appointment of offcials for a review from political intervention. Then he added that the issuance of Law No. 5 of 2014 concerning ASN, which replaced Law No. 43 of 1999 concerning amendments to Law No. 8 of 1974 concerning the Principles of Employment, was to create a professional ASN, free from political intervention, clean. From practices of corruption, collusion and nepotism (KKN), and being able to provide public services for the community and being able to carry out the role of guardian of national unity and integrity based on Pancasila and the 1945 Constitution of the Republic of Indonesia, as well as realizing ASN as a profession and implementing ASN management which is based on the principles of competency and qualification or system merit in each stage of ASN management which is in line with good government governance.
